Marina Barrage is a free, breezy spot for a family picnic, kite flying and water play, with city skyline views on one side and the sea on the other. The Green Roof and public areas are open 24 hours. The water playground keeps shorter hours: 9am to 9pm on Tuesdays, Thursdays and weekends, and 12.30pm to 9pm on Mondays, Wednesdays and Fridays.

The water playground
The free water playground has fountains and shallow pools, which makes it a good fit for toddlers and preschoolers who aren’t ready for big tipping buckets. Pets aren’t allowed in it.
It closes without notice during heavy rain, lightning alerts or urgent maintenance. PUB suggests calling the Info Counter on 6514 5959 to check it’s open before you head down. PUB also shuts it for a few weeks of annual maintenance most years. In 2026, that ran from 15 September to 15 October, so check the notices page if you’re planning a visit around then.

Kite flying and picnics on the Green Roof
The grassy Green Roof is Marina Barrage’s best-known spot. It’s breezy most evenings, which makes it one of Singapore’s favourite places to fly a kite. You can buy kites and picnic items at Barrage Cove, though it keeps limited hours and is closed on Mondays and Tuesdays, so bring your own if you’re going early in the week.
You don’t need to book to picnic or fly a kite. Space is first come, first served. PUB’s main rules for families:
- No kite flying at night
- No bikes, scooters, skates or other wheeled activities on the Green Roof or its ramps
- No ball games or frisbees on the Green Roof
- No tables, chairs or tents, and no cordoning off areas (a picnic mat is fine)
- Bubbles on the lawn only, not on concrete paths
- No portable speakers, barbecues or open flames
- No alcohol and no smoking anywhere, including the carpark
- Pets are allowed outdoors on a leash, but not in the water playground or the gallery
Bikes and skates are allowed in the other outdoor areas, as long as riders don’t speed or do stunts. That makes the paths below the roof a decent spot for a balance bike or scooter.
Best spots by age
- Babies: an evening picnic on the lawn when the heat has gone. The Green Roof has almost no shade, so avoid it in the middle of the day.
- Toddlers: the water playground’s shallow fountains, bubbles on the grass, and watching the boats on the reservoir.
- Preschoolers: kite flying with a grown-up holding the reel, and scooting on the paths below the roof.
- Primary school kids: a guided tour of the Sustainable Singapore Gallery to learn how the barrage keeps the sea out and stores fresh water.
The Sustainable Singapore Gallery
The gallery is a good air-conditioned break, and it explains how Marina Barrage controls flooding and holds fresh water in Marina Reservoir. Guided tours run on the hour, except between 12pm and 1pm, and the last starts at 5pm. Each lasts about an hour and is conducted in English. You can book ahead online or ask at the Level 1 Info Counter, subject to availability. It’s closed on Tuesdays.
Kids often ask when the big crest gates open. PUB says there’s no fixed schedule, as it depends on the weather, the reservoir level and the tides.
Getting there and parking
By MRT: Gardens by the Bay station on the Thomson-East Coast Line is the nearest. From there it’s a walk, which is pleasant in the evening but long for small legs at midday.
By bus: SBS bus 400 runs from about 7am to 11.30pm, every 15 to 20 minutes. Board it in front of International Plaza near Tanjong Pagar station, or at Marina Bay Financial Centre along Marina Boulevard for Marina Bay and Downtown stations.
By car: there’s a carpark at the barrage, and parking charges apply. Weekend evenings get busy, so arrive before sunset if you want a lot.
Do a toilet and nappy stop before you settle on the roof, as the lawn is a walk from the building. If you need directions or help, the Info Counter is on Level 1 of the main building.
Best time to go and what to bring
Late afternoon to sunset is the sweet spot: cooler, breezier and better for kites. Weekday mornings are the quietest time for the water playground on Tuesdays and Thursdays.

- Hats and sunscreen suitable for babies over 6 months, as the roof is fully exposed

Food nearby
Barrage Cove sells snacks and drinks, but it’s a kiosk rather than a café and keeps limited hours. For a proper meal, families usually combine the barrage with nearby Marina Bay food options or bring a picnic. Satay by the Bay is along Marina Gardens Drive on the way in, so check its current hours if you’re planning dinner there.
